BGP filtering preference is based on inbound or outbound communications for example:
The order of preference for Inbound
*Route-map
*Filter-list
*Prefix-list
*Distribute-list
The order of preference for outbound
*Distribute-list
*Prefix-list
*Filter-list
*Route-map
Another way to remember is to consider the RFP process with Cisco - RFP into Cisco
R - Route-map
F - Filter-list
P - Prefix-list
D - Distribute is left over -
The opposite is used in the outbound direction
