When enabling QOS on an interface the default is to reserve 25% of the bandwidth for routing protocols and other critical traffic that may not have been considered in the policy. The maximum available bandwidth for QOS is 75%. EX: 100Mb link would only have 75Mb available to use within your policy. This can lead to issues if you have a requirement to reserve 85% of the bandwidth for a policy. In this case you can use the "max-reserved-bandwidth 85" to allocate 85% of the bandwidth. This command is applied to the interface.
